The number and potential of tenants and residents groups needs to be given a higher profile in Housing Association as well as Council managed properties 3) There should be greater publicity given to the role of the CV sector in making a significant contribution towards the local economy, in terms of turn over and in employment as a sector in its own right allied to the work it does in helping clients find education, training, work experience / volunteering, employment and self employment – all of which are important government and local targets. 4) The premises situation is serious for the voluntary sector with problems starting with: the smaller groups who often have no independent accommodation; organisations who need at least shared facilities, those who need a basic office / hot desk; those who have offices but need better / larger premises; those who have premises but are worried about long term costs and price rises, those that would like to be able to own or have a long term lease giving them security and capital. This is an area which Hackney Link Up proposes to develop a campaign around to high light the problem and its implications and to press for solutions. Some of the proposals raised were for more local facilities for CV organisations to be able to use collectively – hot desks, shared resources and facilities including rooms for 121s, meeting and training, + hubs for the sector offering both collective and individual organisational space, greater use by the CV sector of council owned / occupied neighbourhood centres, housing offices and community centres, greater awareness of property available for rent, greater co-operation over use of faith facilities by the CV sector addressing the dual needs of many CV organisations for affordable space and by faith groups for greater income to cover the costs of maintaining premises; tenants and residents of housing associations and council owned / managed properties to be given full long term rights of use of premises and facilities in their estates and which can be used by local VS organisations with residents / tenants permission; greater support by council over subsidised premises; long term leases and financial support towards premises costs + active support from the council over the amount of 106 space available in new development and the proportion given to the needs of CV organisations 5) The relationship between Link Up 2nd tier members and CVS clients needs to be improved through greater promotion of Link Up and its members services to the sector, through its new website  HYPERLINK "http://www.linkuphackney.org.uk" www.linkuphackney.org.uk through increased email and hard copy information being distributed and forwarded, greater collaborative working between members to disseminate useful information about events and support by other members to clients. There needs to be more provision of services required by users through expanded and partnership based applications for funding for capacity building. 6) A) Specific support is required by the 18% of organisations who do not have some of the most basic tools of modern communication – email, telephone / fax. B) Support to be provided for the 50% of organisations do not have one or more of the more advanced ICT tools required for modern management, accountancy and communication. C) Provision as widely as possible for organisations able to show that they have the capability to utilise the support of: Up to date software (possibly bought in bulk at discount) installed and people trained in use Websites developed with support in maintaining them Accountancy software and training in its use Computers of a standard that can handle modern software and user needs, preferably new but if reconditioned to a suitable quality and with guarantees and back up Broadband – which requires information as to the best value purchases, help in accessing it and the ability to pay at least Ѓ180 per year for it For the larger organisations support is need to install Networked computers, printers and networked telephones 7) A)There are clear needs for support for organisations to understand why and how to develop an Environmental Policy B)There should be limited support given to obtaining Health and Safety and Equal Opportunities policies and procedures for the small minority or organisations who do not have this and for organisations to be informed of relevant changes in appropriate legislation (such as the introduction of Anti ageist legislation at the end of 2006) C) Focus should be given to promoting the benefits of obtaining quality accreditation and providing help to appropriate organisations to prepare for and be able to pass Quality accreditations such as Matrix, IIP, PQASSO, Customer First 8) More support and training needs to be provided both through help lines / internet, through workshops and through expanded 121 support in : Obtaining Small grants – including wider promotion of what grants and support is available Fundraising and Finance raising support; Marketing and promotion support including developing marketing strategies, materials, building client relationship databases ICT updating and repairs Legal advice especially re premises and contracts Changes in regulations workshops and information with support Using volunteers support and information Accountancy support (building on CAP) Data protection information Registration and governance practical advice, training + help in registration Child protection information 9) More training workshops and sessions are needed particularly in relation to funding applications and organisational development as long as it meets the specific needs of a segment of the CV sector either by type of service delivered (e.g. training) or the type of client (e.g. young people). More ‘Meet the funders’ workshops should be organised, well promoted and should be focused on specific types of organisation service and / or client and include the ability to put our sector’s concerns and needs to the funders rather than just funders telling their audience about their fund and how to apply Support through workshops and group training is needed to be supported by phone and email trouble shooting / expert consultancy offered as a free / subsidised support service for CV sector organisations, including ICT trouble shooting.
